The Brief: Product That Can’t Go to Market

A food manufacturer operating in Dubai Investment Park (DIP) had a batch of product that could not be sold — nearly 1.9 tonnes of food unfit for consumption. For a food business, this is a routine but sensitive situation: reject stock, quarantined product or expired goods have to disappear verifiably, because the risk isn’t the waste itself — it’s the product resurfacing, or an auditor asking for proof it was destroyed and finding none.

The client’s requirement was specific: a Dubai Municipality-approved company to carry out the disposal and produce the official Destruction Certificate. Removal alone was never the job. The certificate was.

Why Food Can’t Just Be Thrown Away

Food products unfit for consumption are a controlled waste stream in Dubai. They cannot go into general commercial waste, and they cannot be quietly dumped — both because of environmental rules and because unfit product leaking back into any channel is a serious food-safety and reputational risk. Dubai Municipality requires that this material be destroyed through a permitted process at an approved facility, with documentation at each stage. For a food manufacturer, that documentation is also what satisfies their own quality (HACCP/QA) system and any customer or regulatory audit.

The Compliant Destruction Process, Step By Step

Dotless ran the job as a managed, documented sequence:

Quotation and scope

The volume and product type were assessed and a disposal quotation issued.

Acceptance Letter

Dotless issued a signed acceptance letter confirming it would receive and destroy the material. This is the document that unlocks the permit step.

WDS Permit Application

Using the acceptance letter, the application for a Waste Disposal (WDS) permit was made through the Dubai Municipality portal (hub.dm.gov.ae), with the client guided through each step.

Collection

Once the permit was in place, the product was collected from the DIP site and transported to a DM-approved recycling and destruction facility.

Destruction

The material was destroyed in accordance with UAE Federal Laws, Local Orders and DM Technical Guidelines, so it is unusable in its original form

Destruction Certificate

The recycling facility issued a Recycling Certificate, which was used to close the WDS permit and generate the official Dubai Municipality Destruction Certificate for the client.

The Documents That Make It Legal

  • The acceptance letter — the approved waste handler’s commitment to receive and destroy the material.

  • The WDS permit — Dubai Municipality’s authorisation for the disposal.

  • The Destruction Certificate — the final, official record that the specified material was fully destroyed.

Together they form a chain of custody that holds up to any audit — which is exactly what a food business needs on file.

What The Client Walked Away With
About

What The Client Walked Away With

Nearly 1.9 tonnes of unfit product was removed, destroyed and certified — with a Dubai Municipality Destruction Certificate as the closing record. No product re-entered the chain, the QA file was complete, and the manufacturer had documented, defensible proof of compliant disposal.

Lessons for any Dubai food business

  • Start the paperwork early. The acceptance letter and WDS permit come before collection — plan for that lead time, don’t leave unfit stock sitting.

  • The certificate is the deliverable. Choose a provider who returns the Destruction Certificate as standard, not as an afterthought.

  • Use one coordinator. Permit, transport, destruction and certificate are four moving parts — a single DM-approved partner handling all of them is faster and cleaner than stitching it together yourself.

Questions

Frequently Asked Questions

Everything you need to know about our services.
Can a food business throw away product unfit for consumption with general waste?

No. In Dubai it must be destroyed through a permitted process at a DM-approved facility, with documentation — general waste disposal is not compliant and leaves no proof.

What is a Destruction Certificate and why do I need it?

It’s the official Dubai Municipality record confirming specified material was fully destroyed and can’t re-enter the supply chain. It’s what satisfies QA systems and audits.

What’s the difference between the WDS permit and the Destruction Certificate?

The WDS permit authorises the disposal before it happens; the Destruction Certificate is issued after, confirming the material was destroyed. You need both.

How long does the process take?

It depends on the permit step, but the sequence is acceptance letter → WDS permit → collection → destruction → certificate. Starting the paperwork early is the main way to keep it quick.

How much food waste can be handled?

From small quantities to multiple tonnes — this case covered nearly 1.9 tonnes in a single job.

Who can legally destroy food products in Dubai?

Only a Dubai Municipality-approved waste handler using an approved destruction facility. Always confirm approval before engaging a provider.
